Would you consider for employment a non-citizen who submitted an application for employment and had all the skills required in the job description? If not, you are in violation of Title VII of the Civil Rights Act of 1964 which prohibits employment discrimination based on race, color, religion, sex, or national origin. If a candidate applies to your position, whom you believe may be from another country or national origin, you are still obligated to consider them for employment if they can produce the required documentation to legally work in the Unites States.
